Longstanding issues vs acute symptoms

Which do you treat first?

My acute symptoms are chronic rash on my face, neck and between my breast, which I believe to be related to sugar allergy. As soon as I ingest sugar, my face tightens severely, becomes dry and then breaks out in rash. If I take a diabetes drug (not diabetic, but was prescribed by endocrinologist because i have too much hormone (especially testosterone, and a little too much estrogen) in my blood from too much insulin in my blood stream) then the rash subsides. But I don't want to take this drug because I want a cure and because of the side effects. My forehead also has a dark brown discolored band from temple to temple that I've only had since having a baby.

The rash on my neck and chest almost resembles a burn. The rash on my neck and chest persists and is complicated by becoming warm. If I exercise, especially if I sweat, the itching and need to scratch is so intense that i want to dig into my skin and rip it off. If I apply cold compress or ice to the area, it immediately subsides. If I get warm in bed, my necks sweats and I wake up with skin in my nails.

I generally feel better after intensely sweating done safely in the bathtub where i can swash the water over my neck. I know that I am too acidic, could this be why sweating on my neck turns me into a scratching maniac?

I also have/had food allergy, which I've been working on with an allergist acupuncturist.

Please help. I use to use Lycopodium, which at one time cleared all of my symptoms and made my skin silky smooth, but alas, even though I still get a little benefit from it, it has stopped working.

My longterm issues are extremely dry reactive skin that is like chicken skin, I think homeopathy calls it pityriasis (keratin). My skin looks dirty but is not dirty, it's just very discolored and is NOT smooth.
