advice on thyriod

SIR my wife has swelling in neck. ths is normal. After ultra sound FNA is done. It is negatve . THS is normal. which will be better R 17 or R 51. Please oblige by guiding.

If goitre is there pl explain your symptoms like cough,hoarse voice,bulge eyes or problem while taking food or any other if you have.
