Ammonium Carb potency

In many of texts, when it is stated that 'a lower potency of Ammonium Carb is spoiled during a long time', what exactly does this indicate? That it spoils in it's container or after ingestion? I don't quite understand the language with this.

This is just a forum. Assume posts are not from medical professionals.
The language indicates that the remedy spoils but this is not true.
