Arm rashes

I've been having these arm rashes since 2006. I've seen many dermatologists and noboy was able to cure it. It looks like psoriasis but the doctors told me that it is not. I tried all kinds of oilments and nothing seems to help, even chinese medicine. This rash just happens on my arms. The other parts of my body is fine. Does anybody knows what hoemopathic medice I could take to end this rash? Could it be liver or spleen problems?
