Anything can cause suppression - massage, counselling, drugs, herbs, even willpower.
Anything can create symptoms, which is all that a proving is. So yes bach flowers can do what everything else in the world does.
Bach flowers are very dilute though with no physical substance and no potentization, so their ability to do anything at all is much less. I suspect only very sensitive people would reaction in this way to them.
