Vaginal discomfort for toddler

My almost 4 year old daughter,has been grabbing/holding her crotch often over the last few months. Her pediatrician has examined her and tested her urine to no avail (no infection detected or other obvious issue). He suggested it might be constipation, but she has been having regular bowel movements. I thought she might just be exploring her body and had a talk with her about reserving those activities for when she's alone, but she insists that it doesn't feel good, and that she can't help putting her hand there because it hurts so much. She will often wince when she grabs herself and say 'ow' repeatedly, as if it's stinging or some other sudden sensation. We don't use bubble bath, and use natural 'free' detergent, unscented toilet paper, mild soaps, etc. We have been giving her a tablespoon of mineral oil each day to make sure her bowels keep moving. Other than that, she hasn't taken any sort of medication for this, and doesn't seem to be experiencing any other symptoms.

Please give her three doses of Apis Mel 200 as follows and report back after 15 days (only 3 doses in 15 days).

day 1 morning
1st dose

day 1 evening
2nd dose

day 2 morning
3rd dose

One dose means
If the medicine is in pills form 2 pills. Don't touch pills with hand. Use cap of bottle to take pills.
If the medicine is in liquid dilution form, 2 drops in some 20 ml water. Sip up slowly.

The only version that I could find in my local cooperative store is Apis Mellica 30c (pills). Would it be okay to use this and, if so, what would be the dosing schedule/amount for a toddler girl who is three yrs. and nine months old? Thank you so much for your time!
