7 weeks old easily startled etc...

My 7 weeks old son is good natured when carried. But easily wakes up, easily startled when we transfer him to his bed. Cries non-stop but stops immediately when carried. When sleeping on his own on the bed he moves and scratched his own face non-stop. Makes noises at the same time with eyes closed. When I let him sleep on his tummy sometimes he is better but then usually he still moves non-stop in his sleep. The only tim he sleeps soundly is when he is being carried. Any advice greatly appreciated!!
