Pls help : been suffering for a while

Hello,

My brother has a very peculiar condition. He starts coughing after eating food at any time of the day. He coughs in small bouts and it seems as if he is trying to raise some phlegm. This lasts for a while and then diminishes and then starts again after he eats. he also gets a little heart burn occasionally.
He consulted a doc. here in US and he thinks that it is a symptom of acid reflux and has been given medicine for it.
He is 36 yrs. old and is diabetic. He is wheatish in complexion and is on the plump side. He has a hectic work schedule and eats out a lot because of travel.

Pls help.
