remedy for child who whines and cannot solve problem

Hi,
I wonder if there is a remedy for my 7 yr old who is not 'tough'?

He has low threshold for pain, whines and complains easily at the slightest setbacks. Can't problem solve on his own. Don't take responsibilty for his mistakes eg. 'it's the stupid nose that sneezes etc..', 'i don't like my stupid hands which are clumsy that played the wrong notes', such remarks are always coming from him and annoys us greatly.

He is also 'insensitive' to the needs of others or to situations..we think he is quite 'immature'.

Like I posted earlier, he is friendly, happy and chatty (talks about his own things most of the times). He enjoys outdoor sports like swimming, cycling, jogging.

any suggestion here? Can these be treated?

Oh, I also wish to add that he is doing well academically esp. in Maths and music.

He is competitive and doesn't take losing very well.

Adults would give comment like 'clever, knowledgeable, talks well etc' as their comment of him.
But I think the 'quality' of his conversation is not quite there.
