Hoarse Voice/ flem in throat

I am looking for a treatment to cure my on-going horse voice with constant flem feeling in the back of my throat. I have already done a Nettles/Quercetin treatment but that did not work. I have also done Arum Triphyllum 6 c (5 pellets) and Eyebright Bayberry. Again it did not cure it. I am constantly clearing my throat and my voice fades in and out. This has been going on for months.
I am a single female, who works in an office and lives in an urban area.

Write modalities(conditions,timing,foods etc)which aggravate ur problem.

I have tried to pin point times of day/eating habits/ etc that seem to aggrevate the issue. I cannot- I wake up with it, it is during the day, and it does not go away lately. Sometimes it seems worst post-meal but not all the time is worst after a meal. I eat healthy foods- fruits, vegtables, soy products, limited fish/chicken, whole grains. I have cut out dairy. My voice fluctuates between sounding like a pre-pubescent boy to whiny. In either situation, it is straining to talk. Also I feel like I have something that I can want cough up but it is just stuck in the back of my throat. I have some sinus congestion. The condition has spanned over winter/spring/summer- so I can not say if it is seasonal allergies. I am allergic to my cat but I have had it for awhile and I have never had these symptoms.
