skin problem

I had developed some soft skin on my penis head, the texture and color is different from rest, patch is around one inch, there is no itching, but when fully erected can feel some inflammation, what is that and how it developed, it has been around since last one month, when rubbed with clothes it becomes red otherwise with loose cloths it is a dark patch,due to this patch I had stopped sexual activities, I am male 52 years, any help is appreciated

Thanks Mr. Murthy, sorry forgot to mention that I a diabetic patient since last five years, I use to keep my sugar levels within range with my best efforts
